The report from the "Second pass" shows a line "Allowable costs". I presume that this is calculated to fill the "Capital Gains Tax 38 - Allowable costs (including purchase price)"...

It add support for transfers to spouse that have no GCT implications (if legally married and living together). It just reduces the Section 104. This should fix KapJI#510
