issue running binary and python on windows

Hi thanks for latest windows release. I have tried to download the release and run in cmd. -h gives the help menu but nothing happen when i run this command....

How to use it locally? Huggingface not working too

I have cloned it locally but it is also not working. Please write a guide on how to install locally. Thanks
