This should be done in two steps. First we want to move the cni-plugin sources to the proxy-init repo. Second we want to remove them from the linkerd2 repo.

I was unable to reproduce using `edge-22.8.3` or a locally built `dev-` version of linkerd.

@dkulchinsky We suspect this is a problem with stable-2.12 but need to spend more time debugging before we know for certain.
