Hmm, I think github license stuff isn't smart enough to express our licensing (which is a mixture of BSL and RCL).

I tried this out ManyPartitionsTest.test_many_partitions with `PARTITIONS_PER_SHARD = 100` on `is4gen.4xlarge`, which is what the nightly runs use. In that instance it does get past the timeout creating the topics,...
