DATABASE_URL parsing isn't very robust

Just encountered this where diesel was choking on use of `localhost` in the DATABASE_URL without a good error message, only displaying "Can't connect to local MySQL server through socket '/tmp/mysql.sock'...

Sort workspace dependencies

Any progress on merging this? Would be nice to have cargo sort working with this common syntax.
