feat: prometheus-operator hooks for telegraf

This adds in a simple hook for setting up a ServiceMonitor for use with Prometheus-Operator. Configuring telegraf to expose the prometheus bits is still left as configuration for the user.

It would be nice if there was a place in the `telegraf` chart I could use to forbid external access or refine which pods/namespaces it is allowed to access.

It would be nice if the telegraf chart shipped with defaults that matched https://kubernetes.io/docs/concepts/security/pod-security-standards/#restricted which contains the current hardening best practices
