I installed the plugin through Eclipse Marketplace. It shows up in the plugins list: 
 
Eclipse has been installed from the standard download package (Oomph), which puts it into c:\program files\Eclipse-Oxygen. I have tried to run it as admin, no change.
While I understand this as a workaround, I believe the plugin should work in all types of installation. It looks like it's trying to write to the program directory, which...

The issue looks still active and open, +1 for an (optional) tooltip with (selectable?) node attributes. Configuration could be done through the "Graph options" panel, with a "Tooltip" tab.
