Since the design is not isolated in any case with GND being tied to phase (L), an inexpensive capacitive dropper would suffice instead of the expensive and error-prone isolated SMPS.
As the design is non-isolated anyway and also the relay already provides a fair amount of isolation *and* is powered from the same rail anyway, the optoisolator is completely redundant.
