It may be interesting to see whether you can either directly use https://github.com/libAtoms/JuLIP.jl as a library (also https://github.com/libAtoms/NeighbourLists.jl), or at least be inspired by some of the code therein.

OK @SYalouz , do you have any suggestions for reviewers? I imagine authors of the equivalent Python packages might be well setup to judge the submission from a scientific point...

I'm sorry to say that neither of the first two contacted reviewers replied to the invitation. I've followed up with them, but will also look for additional / alternative reviewers.
