Verified this issue on .NET 8 MAUI and MAUI Blazor app with Visual Studio for Mac 17.6.9 (build 415), not repro on maccatalyst platform and can be built successfully. 

Verified this issue with Visual Studio Enterprise 17.10.0 Preview 1. After deleting favicon.ico/favicon.png in .NET 7 and .NET 8 projects, I don't get any errors and can debug normally.

This issue was verified using Visual Studio Enterprise 17.10.0 Preview 1. This error is reproduced on both iOS and Android platforms, and cookies cannot be picked up.
