Encrypt kmip-server database using sqlcipher3.

Database will be encrypted by default, with password "pykmip". Password can be configured with the database_password in /etc/pykmip/server.conf.

It seems unfortunate that the pie demo create.py creates the key with State.PRE_ACTIVE, and there are no samples for activating it. So here's a script for that.
