How would one detect no locale was passed with the request after this change?

Without being gated behind a config option, this would have to wait for 4.x

@UltimaPhoenix It seems as if you created a branch from a dependency-update branch. You'll need to rebase to 2.2.x

Thinking about this more it seems like it would be better done with a controller if the goal is to discover the HTTP links

@HerCerM Overall it looks OK however we are hard at work getting the next milestone of 3.0 out so we'll get this merged afterwards
