How does one set the middle mouse button (click & hold) for panning the graph?

Actually 2 questions:

1. How does one set the middle mouse button (click & hold) for panning the graph?
2. And then set left mouse click to rectangular select(instead of ctrl+left click)?

I dont recall having that option, you would have to tweak it a lot for that. Maybe one day, I will leave this open.
