Please add Xcode 15.3 for macOS runners

Unfortunately, Xcode 15.3 still not available even after [merge](https://github.com/actions/runner-images/pull/9505/files). I can see Xcode 15.3 in [toolset](https://github.com/actions/runner-images/blob/main/images/macos/toolsets/toolset-14.json#L6) for mac-os14, but assume it's not the same as available Xcodes in image itself....
