Sometimes users don't have roles, which causes a notice error when accessing them. This PR fixes it so that's checked and exits if it's the case.
In a Multisite network, the `Roles requiring Google Authenticator Enabled` section of the settings page does not have an option for Super Admins, but they need it the most.
