New features from the paper the paper Poisson Surface Reconstruction with Envelope Constraints [Kazhdan, Chuang, Rusinkiewicz, and Hoppe, 2020] have been implemented in mkazhdan/PoissonRecon

Poisson Surface Reconstruction with Envelope Constraints improves the quality of the 3D reconstruction by a significant degree when a convex hull is available.

The master branch of Poisson surface reconstruction in Open3D is 25 commits behind the original repo and does not include features from the above paper.
