You'll face some errors while running preprocess.py because it uses some commands specific to Ubuntu, hence I would suggest you to run it on Ubuntu.

Great to know that you could make it working for Windows. Could you please let me know if you could building tf_sampling>Farthestpointsampling on windows. What are the steps you took?
