You can use a resource pack to change the keyboard layout however you wish!
But yes, this is an issue, so it will remain open to become the default at some point.

This bug drastically changes PvP and the community is extremely divided on it. This is not a clear-cut bug, since Mojang could choose to fix it the other way around...
