Does level 1 and level 2 APIs have multi-threads support in BLIS

Per my running on BLIS, only see GEMM has multi-threading support, so want confirm that whether l1 l2 APIs like dot, gemv has multi-threading support now ? Thanks

python version is >=3.6 on most of OS distributions. add support to the python >3.6 to avoid build failure

go install usage is deprecated once it >1.16, need to add @latest at the end of the go install command, otherwise it will fail to generate executable binaries
