Add `grading_notes` to problem YAML

Now that `rubric` has been misappropriated as the template for the grading box, we need someplace else for purely internal notes on grading. cc @yslan Related but distinct: #1081

[CBTF Messaging] Not arriving through PrairieTest

If a student does not arrive through PrairieTest (but is in the CBTF), they get shown a generic permission denial. It would be more helpful to direct them to PrairieTest.
