Cannot create serverless v1 postgres

This seems to be related to this [closed issue](https://github.com/terraform-aws-modules/terraform-aws-rds-aurora/issues/302) in which you have to specify the major/minor version. I had this issue with Aurora sql as well.

@AllanBenson001 This still doesn't solve the issue for the same error happening with non serverless mysql instances, unfortunately.

ClientException: Too many concurrent attempts to create a new revision of the specified family.

Yep, still receiving this issue as well with TF 1.2.9 and the latest aws provider. Just have to re-run the apply to fix it.
