case: #398 dev requested addtition. manifest was created and accepted. thread says "updated information"... is this the point where the review team picks up and creates the submodule?
creators can reopen their issues unless you closed them, right? i think it'd be good to encourage devs to close their issue unless there's something to do... just for readability...
