You need to ensure that routes for the IPN calls are not using the web middleware group (which includes the CSRF middleware producing the error).

Unfortunately I don't work at PayPal, you would be best to send an email to the development support team.
No, it is currently not required (and will not be required soon as it would break BC of the existing listeners out there).
I'm not farmiliar with ASP, you are welcome to submit a PR if you are able to fix it.
