Issue description

We set up IPN to use with Billing Agreements - we are using the following checkout flow (using the PHP-SDK): Customer registers -> Billing Agreement is created -> Customer is redirected to PayPal and will be returned to a thank you page -> Billing Agreement is executed

We used the example_usage.php and tested it with the IPN Simulator which resulted in and verified IPN. Then logged into the Sandbox seller account and entered the IPN URL to test the checkout with the PayPal Sandbox. The Billing Agreement is executed but no IPN call is sent or received - no entry in our access/error logs.

Do we have to enable the IPN somewhere else or is it just failing on the Sandbox server? Testing in Live is not an option.
