Why is this only happening with postgres backend?

I'm not sure if something changed with the postgres provider. But it seems to just "work" now. Another theory is.. my issue had to do with a cached `.terraform` folder...

Taking out the alias made it work. It's unclear why this would fix the issue. Will leave this open for a while to see if anyone can chime in.
