@SergioGasquez and I discussed this yesterday and I also am of the opinion that the first option is the better one.
Maybe I'm missing something, but why are we going to all this effort instead of just fixing the PACs?

Register numbers don't match with the ID of peripheral due to them being transmuted to the same type

Looks good, thanks! As we discussed previously let's just hold off on merging this until we have a stable `2.0.0` release for `cargo-espflash` and `espflash`.
I've updated the title to mention `esp-openthread` instead of `esp-ieee802154`; the former did not previously exist, and the latter is not super useful to end-users, IMO.
We're having some issues with the self-hosted runner for this device, so this PR is blocked until we resolve those issues.
