Re-add ZTIGather.xml and stop it from disappearing

Change the Move-Item to Copy-Item and dug ZTIGather.xml out of the commit it got deleted in. Solves #230 and #231

Building the docker image with this app on the latest release gives the above error, however building from the default branch works fine.
