That's intentional in private windows (all Mullvad Browser's are by default, like in the Tor Browser). You can force NoScript to persist its settings by checking ```NoScript Options>Advanced>Override Mullvad Browser's...

That looks like a bug. Is `NoScript Options > Appearance > [ ] List full addresses in the permissions popup (https://www.noscript.net)` checked or not (the latter being the default).
