   I've tried a few variations, but neither one really stands out to me. Now, I think that symlink folder-development to folder-project is not a bad idea.

Not sure that the issue is related to Papirus icons. All the icons available in Arch package are present in Papirus.

Honestly, I can't remember any place in GTK where 24px icons are used. GNOME uses 16px in menus, buttons, panel, sidebars, and toolbars. 22px is using for appindicators and tray.
