Actually, this issue is solved in Papirus https://github.com/PapirusDevelopmentTeam/papirus-icon-theme/issues/1271#issuecomment-423416841 Unfortunately some input method is not supported now. Mozc input method is one of them.

The suggestion 1 icon already there. It's name is `folder-code`  Therefore, `folder-development` should be drawn from scratch, but I have no idea how it should look like.
@varlesh can we swap these symbols? The cogs a good symbol for services too.
@creepertron95 feel free to use the symbol for the folder-development, but do not forget to rename the current folder-development to folder-config, or should I do it?
