Velocity packet bug

The handshake packet write wrong velocity informations ` public HandshakePacket(BinaryReader reader) { this(reader.readVarInt(), reader.readSizedString(BungeeCordProxy.isEnabled() ? Short.MAX_VALUE : 255), reader.readUnsignedShort(), reader.readVarInt()); }`

Spigot always logs a warning when starting that modules are not dependent. Softdependent fixes that altogether. If the module is there, it will be loaded first. Otherwise not.
