This happens for me as well, both for vanilla and modpacks. In my case the failing url is "piston-data.mojang.com/v1/objects/d3bdf582a7fa723ce199f3665588dcfe6bf9aca8/client.jar". Opening the url in a browser downloads the file without issue....
