URL polyfill doesn't work in workers

The URL polyfill depends on document and/or window so it can't work in workers. Specifically I'm having issues with it in IE11 in a worker.

Instead of hard-coding the latest release, this uses xmllint from libxml2-utils to parse JetBrains' updates XML file to find the latest release.
