The `data` attribute should be a URL to download the data. It's best if that can be a URL directly from transportation.gov in this case.

I'm a little confused about your question. Are you saying that you specify a timeout of 600 seconds but it returns after 30 seconds?
Have you tried this with another host? It's possible for the other end to close the connection before 600 seconds.
This is an old PR, but in case we haven't talked about it yet the "timeout" status in the CI happens when the spider takes longer than the 60 seconds...
It's making thousands of requests, so the CI times out before it runs into any results.
