We started [this](https://docs.google.com/spreadsheets/d/1NT9LYDucT-5uo9n7h3gNGJEVV8Emf1N22z-n96OsLtA/edit#gid=0) document at the Fall Dev meeting to accomplish something very similar. It should provide a good starting point for a glossary.

I think that in many cases a new user is in fact looking for a dictionary-style definition, especially if that is followed by a delineation of the ways (if any)...

On that I certainly agree. There are glossed terms in that list that are not particularly useful.
