Use --change-interface instead of --add-interface for zones:interfaces

When adding interfaces in zones, --change-interface option should used instead of --add-interface to allow adding interfaces to a zone that already exist in some other zone.

Add group read/write permissions to /tmp/op_uploaded_files folder to allow access when running with uid other than 1000 (app) but with an allowed supplemental group (1000).
