"netlify deploy --dir" is not uploading netlify.toml

This issue was introduced in v17.3, but it works in v17.2. Therefore, my workaround for now is to downgrade to 17.2.

Basic Authentication for `_utils` does not work if `require_valid_user_except_for_up` is set
