Just tested Citizens, it seems to work fine for me on Citizens 2.0.29-SNAPSHOT (build 2548) Try updating Citizens as you seem to be using an old version.

It needs to be accessible on your $PATH, I'm not sure if IntelliJ does this by default. [Here are the official installation instructions.](https://maven.apache.org/install.html)
Can you share your full list of plugins? I've been using TAB for months on multiple servers of mine using PandaSpigot and it works fine.
