The module control is set whenever _permission changes, and that may change while a notice is open. Module control status shouldn't change while the notice is open.

Add a stack option to position notices using static positioning. (Basically, PNotify doesn't change their position at all.) Notices in this kind of stack should remain visible.

Alignment should be configurable if there is no `dir1`/`dir2`.
