Offsets File in URL

If the offsets.json is not adjacent to the image itself, it would be good to allow this in Avivator. Thus we should a parameter to the URL like offsets_file=https://example.com/offsets.json to allow this. This would make sharing HuBMAP images easier.

Another option would be to have the offsets.json contain the URL for the OME-TIFF.

Agreed - something more analogous to raster.json would be a nice addition.
