I have the same exact problem, tried different installations (conda and source) and all of them give the same error.

Authors say in the [paper](https://link.springer.com/chapter/10.1007%2F978-3-319-67543-5_3) that this is "the first fully publicly available video annotated database", so you should better contact them for the public link.
