or not. Not sure this code as stands really makes sense; it is injecting arbitrary data into a pair of `BIO_dgram_mem` objects. I don't think this approach will be adequate...

I do not see how this can possibly work. All QUIC packets which carry data are encrypted, including Initial packets. A fuzzer is not going to be able to produce...
