Encounter.participant.individual: limitation for allowed references (Michaela Ziegler, ahdis ag)

Why do we limit the references of Encounter.participant.indiviudal to Practitioner and do not allow all from the base resource: Reference(Practitioner | PractitionerRole | RelatedPerson)?
