This happened to us again today. This unit test is broken and dangerous. I am a little bit astonished since nobody, except for wpjunior and me is noticing this. /reopen

The core/lock file is not created in the GCS bucket after upgrading to version 1.20.0

Same here 1.20.0 and 1.20.1 are not working with gcp storage buckets.
