Add workflow compatibility to environment-dashboard

It would be useful to be able to publish deployments from workflow based jobs to the environment-dashboard. This is dependent on workflow support for SimpleBuildWrapper - see https://issues.jenkins-ci.org/browse/JENKINS-24673
