I found a workaround. Instead of "blacklist nouveau", "blacklist nvidiafb" solved the boot hang. I found a forum which is related to this problem: https://forum.proxmox.com/threads/gpu-passthtough-makes-the-system-crash.120441/
I didn't blacklist in the installer, I blacklisted on an already-installed system - how about blacklisting after installing with a pre-37700 installer and then updating the OS to current?
