same issue, when i ran ```flutter run -d windows``` or ```flutter build windows``` ,it never finished. i am using vs 2022 

I removed this package and related codes when build on windows and add them on mobiles now ...

I download a [nuget.exe](https://docs.microsoft.com/en-us/nuget/install-nuget-client-tools) file and add it to PATH , it can build apps now.
