Update to this, I was able to get past the initial error by updating the classpath to point to a specific jvm.dll but now get the following error. ERROR: incompatible...

The version is 9.3.0

So could this error be because it is 9.3.0 on windows x64? My coworkers have it working on MAC OS with 9.3.0.
