That's all done under the "builder" subdirectory. Look at the "image" target in the top-level Makefile to see how it's built.

Your config shows that you've whitelisted two SSID names but only one BSSID MAC (`00:xx:xx:xx:xx:17`). Only some 802.11 frames contain the SSID so it's not unusual that pwnagotchi won't always...
