I think what you refer to is greedy matching. I'll have another look, this may differ per implementation.
It should behave consistent across the board now. If you con't like the `c` vs. `c_rate`, you'll have to force your expression to only match `c` by using `c$`.

so what does your qfile do if you call it on /usr/sbin/init?
what this requires is an option `-L` to qfile that tells it to follow symlinks, so `needrestart` can use that
